After a question from
one of our members it appears there may have been a typo or misinterpretation
in our legislative bulletin regarding the Municipal Group Insurance Committee.
The current language of the bulletin states that the GIC would have the authority
to change the premium contributions. However, the language of outside section
30 (b) states that the GIC would NOT have such authority. Additionally, outside
section 31 grants this authority directly to the City Council, Town Council, or
Town meeting depending on the local form of government.
Therefore, the language should read
In further examining the outside section language of the Governor's budget, MASC
wishes to clarify the language in our legislative bulletin regarding the Municipal
Group Insurance Committee. Outside section 30 specifically excludes from the authority
of the GIC, any change in employee premium contributions. Outside section 31 grants
the authority to change employee premium contributions, provided no employee can
be required to contribute more than 50% of the total premium, to the City Council
in a city, the Town Council in a town with a council form of government, or to
a town meeting in a town without a council. Section 31 is silent with regards
to regional school districts.
