MASC offers a wide range of professional development opportunities through
workshops and information sessions held throughout the state. These training
programs are conducted by MASC staff as well as national and state education
experts. Programs address relevant topics designed to assist school committee
members and administrators in more effectively carrying out their responsibilities
and better serving their communities.
In
addition to its regularly scheduled workshops, MASC also offers customized
sessions on a variety of issues including school committee roles and responsibilities;
group dynamics; superintendent evaluation; effective meetings; policy
development; education reform issues; and community relations.

On Beacon Hill and in Malden Center there’s a spring breeze blowing and a renewed sense of optimism for the future of public education in Massachusetts. The Old Education Guard is moving on and with it—we hope—the tightly controlled regulatory rulebook as well. For many months MASC has rallied for a more collaborative education partnership, and we begin this year with a newly expanded Board of Education, a new Commissioner of Education, a newly established Education Secretariat and—of paramount importance—a revitalized commitment from the administration to continue to listen and work with us toward our common goals.
On many issues and on many different occasions over the past year, our elected representatives not only listened to us—to you—they actively sought our input. Our calls for restructuring the education governance system, for a streamlined, coordinated preK-post college initiative, the need to secure additional and sustainable resources to help meet the demands of a regulatory and recessionary climate, and mounting concerns about accountability and the charter school funding formula and the challenges presented by mobile students have been recognized. The Governor, Lt. Governor, the legislators on Beacon Hill and others in the forefront of education policy leadership have also included an unprecedented number of MASC members on task forces, exploratory commissions, advisory committees and the School Readiness Project.
The Governor’s recently released 2009 budget contains many promising and innovative initiatives. However, with the many-layered challenges posed by the mandates of MCAS, NCLB, growing global competition and an economy in a downturn, school leaders need real change—and real dollars—to educate all children to a 21st century standard.
As school leaders, you have the momentum—and the numbers—to make your voices and our priorities heard. Now, more than ever, we are competing for scarce state dollars. CHARTING
THE COURSE: An Orientation Program for new and veteran school leaders

The
hallmark of an effective school committee is how well its members
understand their roles and the issues they need to address in these
challenging times.
This program for new and veteran school committee members, developed
and presented by the MASC Academy of School Leadership, is designed
to introduce and update attendees on the eight key components of
school leadership as identified by the Massachusetts Legislature
in the Acts of 2002.
These topics include: school finance open meeting law
public records law conflict of interest law special
education law collective bargaining school leadership
standards & evaluations school committee roles &
responsibilities
The 2006 Charting the Course program has been structured to meet
the mandates of the new school committee training legislation, which
was signed into law in December 2002 and requires that all school
committee members newly elected after March 24, 2003 participate
in a minimum of eight hours of supervised training covering the
topics listed above. For

The
collaborative annual joint conference between MASC and MASS presents
a program of nationally known speakers, current-issue panel discussions,
informative exhibits, and demonstrations of successful instructional
and mangement initiatives in local districts. The MASC Delegate
Assembly is also held during the three-day event at which time officers
are elected and the Assembly considers resolutions submitted in
conformance with the MASC By-Laws. These resolutions often result
in the filing of legislation by the Association, or the establishment
