Has your District Signed on to the Chapter 70 Foundation Budget Full Funding Resolution?

Potential Impact of Changes to Low-Income Student Calculations

MassBudget Chapter 70 Table Preview

New data from MassBudget illustrates the impact of Governor Baker's proposed new Chapter 70 school funding formula that incorporates the “economically disadvantaged” metric for counting students in poverty.

This recently adopted metric bases the count of students in poverty on those kids participating in other programs that support low-income families (such as food stamps and MassHealth). That matching process is called direct certification.

This paper also describes the potential that by including MassHealth, a well-functioning direct certification system could bring breakfast and lunch to more students, and also give the state a potentially more-accurate count of low-income students.
