The Massachusetts Association of School Committees (MASC) is proud to serve on the Graduation Council. We view this work as a generational opportunity to redefine what it means to graduate from a Massachusetts public school and to ensure that definition reflects the skills and competencies our students need for their futures.
Council discussions have been thoughtful and inclusive. At the same time, these are high stakes decisions for students, families and districts. We strongly believe the timeline must allow for a full examination of implementation concerns and any unintended consequences before final recommendations are made.
MASC sees potential in End of Course assessments (EOCs) as a statewide accountability tool, particularly if they replace the current MCAS test at the relevant grades. However, MASC does not support the use of any statewide assessment as a barrier to graduation. We agree with Commissioner Martinez that EOCs could help identify students at risk of not graduating and ensure those learners receive timely supports. But this requires equitable funding and flexibility for districts to provide necessary interventions.
There are still important questions ahead, especially around resources, feasibility and the actual student experience. MASC will continue to engage actively in this process, advocating for an approach that upholds Massachusetts’s commitment to excellence, equity and opportunity for all learners.
