TITLE: Assistant Director of Business Administration & District Treasurer
REPORTS TO: Director of Business Administration
QUALIFICATIONS:
- Bachelor’s degree in Business Administration, Public Administration, and/or an appropriate academic discipline.
- Graduate degree in Business or Public Administration and/or appropriate discipline strongly preferred.
- Prior experience using accounting software is Expertise in the use and development of spreadsheets is a must.
- Knowledge of accounting, business practices, budget development, and state laws governing the financing of public schools and state-mandated educational
- Effective interpersonal and leadership skills; experience facilitating communication between divergent groups and group decision-making.
- Effective administrative and management
- Excellent speaking and writing skills, including the effective utilization of technology and information management tools.
JOB GOALS as Assistant Director of Business Administration:
Under the direct supervision of the Director of Business Administration, the Assistant Director of Business Administration will assist the Director with all administrative and advisory work related to the daily management and business operations of the Frontier Regional & Union #38 School Districts. The position may include budget development, financial planning, human resources, payroll, accounting, transportation, and food service.
Assists Director of Business Administration with the following RESPONSIBILITIES – The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
1. Financial & Financial Information Management
- Plans, develops, directs, coordinates, and maintains an integrated financial program which supports Frontier Regional & Union #38 School District’s commitment to effective financial management.
- Assures that the accounting system complies with State, Federal, and local laws as well as sound accounting principles (chart of accounts, student activities, grants, revolving funds).
- Oversees the management of funds, including Federal and State grants, capital project funds, revolving funds, student activity funds, and the general fund.
- Participates in audits, including the annual financial audit and program Initiates improvements or corrections as recommended in these audits.
- Prepares monthly and quarterly financial statements as requested by the Director of Business Administration.
- Participates in the preparation of the State End-of-Year Financial Report, periodic progress reports, and other documents as required by the Director of Business
- Develops guidelines to protect district resources and assist administrators in controlling expenditures, and initiates cost-saving measures.

2. Annual School District Budget
- Works with the Director of Business Administration to oversee the preparation, publication, and management of the annual budget.
- Works closely with principals, program directors, curriculum leaders, and Central Office personnel to effectively train and communicate budget procedures and protocols.
3. Purchasing/Accounting
- Works with the Director of Business Administration to administer purchasing, including accounting, accounts payable, payroll, and warrant functions.
- Develops and reviews bid specifications and contracts in accordance with all Massachusetts General Laws.
4. Human Resources Management
- Assists the Director of Business Administration in collective bargaining, benefits administration, and payroll, as needed.
5. Communication
- Serves as an advisor to the Director of Business Administration in matters related to financial management and facilities planning activities.

- Supports and oversees communication within the business
6. Other
- Provides support in the management of the Food Service program as
- Provides support as needed with facilities
- Any other duties as deemed appropriate by the School Business
JOB GOALS as Treasurer:
The treasurer maintains custody of all funds and is responsible for depositing, investing, and disbursing monies. The treasurer must manage the district’s financial resources to ensure the availability of cash to pay obligations as they become due. In addition, the treasurer oversees banking services, including borrowing funds. Ultimately, the treasurer bears responsibility for closing and reconciling all books and accounts in the business office, including the cash book, warrants (vendor, payroll, and special warrants), bank accounts (checking accounts, trust funds, bond or other accounts), and debt records.
RESPONSIBILITIES AS TREASURER:
- Assumes responsibility for the receipt and expenditures of all district
- Reconciles all bank and bond
- Maintains a continuous internal auditing program for all
- Provides material as requested to assist external audits of Frontier Regional School
- Issues notes and borrows money after approval of the School
- Ensures fiscal compliance with District, State, and Federal statutes, regulations, and/or
- Works closely with the Superintendent and Director of Business Administration relative to all fiscal matters.
- Performs other fiscal duties as required by the Director of Business
SALARY COMPENSATION:
The Assistant Director of Business Administration & Treasurer position is a full-time, full-year position. Salary range of $75,000-$80,000, commensurate with experience and education. Apply online at SchoolSpring.
